Full-stack Developer for Open Budget Data Portal

About the organization:

Center for Budget and Governance Accountability (CBGA) is a policy research and advocacy organisation based in New Delhi. It analyses public policies and government finances in India, and advocates for greater transparency, accountability and public participation in budget processes. CBGA is developing a comprehensive and user-friendly Data Portal on Budgets in India, which could provide citizens free, easy and timely access to relevant data on budgets at various levels of governance in the country.

Key responsibilities:

• Build custom ETLs for budget documents across various levels of governance.
• Create modules to convert datasets into multiple data formats and do time-series analysis. For example, PDF to CSVs.
• Build and evolve data models to generate timely reports and visualizations.
• Build and improve document index to ensure searchability of budget documents in the data portal.
• Do occasional system administration to ensure good uptime of our servers.
• Help evolve features and visualization modules in data portal as we progress in our technical roadmap.
• Engage with open data community to ensure public monitoring of the portal and engagement of common citizens.

Desired Skills:

• Proficiency in Python and other scripting languages, JavaScript, HTML, CSS
• Understand of Python web frameworks such as Flask, etc.
• Good understanding of SQL and database management
• Knowledge of CKAN, Apache Solr, PostgreSQL and Bootstrap would be a big plus
• Good analytical and communications skills, good sense of humor is a big plus
• Self motivated, self-starter, able to manage your own time
• Enthusiasm about Open Source, Open Data and Open Knowledge.
